What to bring with you when buying/selling your vehicle:

SELLER:
• Proof of ID – valid PA Photo Driver’s License; or valid PA Photo ID card; or valid PA photo-exempt Driver’s License; or valid PA photo-exempt ID card; or valid US Armed Forces Common Access Card
• PA Certificate of Title – If your title is currently being held by a lienholder, your must obtain the paper title before you can transfer ownership. If more than one owner is listed on the title, both the owner & co-owner must be present to sign in presence of notary. Your current odometer reading will be recorded on the title during the transfer process.
• Registration plate – you will remove your license plate upon successful completion of transfer and return it to PennDOT or save to transfer to another vehicle. You will not give the plate to the purchaser.

BUYER:
• Proof of ID – valid PA Photo Driver’s License; or valid PA Photo ID card; or valid PA photo-exempt Driver’s License; or valid PA photo-exempt ID card; or valid US Armed Forces Common Access Card. This ID must be in the same name as we will be listing on the motor vehicle form and your address must be your current PA address.
• Proof of Insurance – valid insurance ID card showing insurance company name, policy number and effective & expiration dates; or current declaration page of an insurance policy; or valid binder of insurance signed and dated by a licensed insurance agent; or copy of application for insurance to the PA Assigned Risk Plan signed and dated by a licensed insurance agent. We are not permitted to call your insurance company to verify that you have insurance. However, your insurance company may email (Karen@plumnotary.com) or FAX (412-795-4502) your acceptable proof of insurance documents directly to our office. We cannot process the transfer until these documents are received.
• Registration Plate if you want to transfer a valid registration plate you already have; otherwise, we can provide you with a temporary registration plate. Plate transfers are only permitted between spouses, parent/child, step-parents/child, or parent-in-laws.

Additional items of interest:
• Insurance law requires that a vehicle owner report additional vehicles on their existing insurance policy within 14 days of purchase. This is your responsibility.
• If a vehicle is being sold for less than 80% of its average Fair Market Value OR if the vehicle is over 15 year old and the purchase price is less than $500, an additional form will need to be completed to explain how the purchase price was determined.
• If safety & emissions inspection stickers on the vehicle are not current, the vehicle must be inspected within 10 days of purchase. This is your responsibility.
• Purchaser must pay PA sales tax on the purchase price of the vehicle (7% if purchaser’s address is in Allegheny County, 6% otherwise) unless you qualify for a sales tax exemption.
• If you are titling the vehicle in a business name, proper written documentation must be provided to establish the existence of the business (such as utility bill or articles of incorporation) and your authority to act on behalf of the organization (such as statement on company letterhead indicating such authority and signed by authorized person within your organization).
